Breaking News: A Smart Meter Uncovers 30K Electricity Theft

Jun 9, 2026 | Case Studies

As a property owner, one of the worst things to discover is that your tenants have found a way to buck the system and use electricity while you foot the bill.

This is exactly what was happening for one of our large property management clients. A tenant had bypassed not one, but three Republic Metering smart electricity meters. Essentially, they were running their business at the expense of the landlord.

Through Republic Metering’s consumption monitoring platform, our team picked up on unusual activity patterns that clearly showed something wasn’t right. With monitored metering in place, we were able to step in and put a stop to it. Here’s how smart metering uncovers electricity theft:

Irregular Unmeasured Load Account Activity

The property is set up with sub-meters that run off a bulk electricity meter. The unmeasured load account records the incoming power and deducts each submeter’s usage, typically leaving a low or zero balance in the account.

The bulk + sub-metering configuration is ideal for multi-tenanted properties, allowing for accurate allocation of  each tenant’s usage and accurate billing.

In this case, the unmeasured load account showed irregular usage, a consumption pattern that was inconsistent with the property’s normal operating profile. The data clearly showed that electricity was being used outside the on-site metering and billing structure

Onsite Investigation

Our team contacted the property management team immediately, who brought in an electrician to investigate what was happening on site. His investigation confirmed that a tenant had bypassed the metering system. He was able to take photos as evidence of the tampering.

Over a short time, the tenant had run up an electrical bill of over R30,000.00, which would have come out of the property owner’s pocket if it hadn’t been discovered.

Without the visibility that monitored metering provides, the issue could have continued undetected, creating a major financial drain for the owner.

The tl;dr version

Because Republic Metering’s monitoring system identified the anomaly early:

  • The issue was investigated before long-term losses accumulated.
  • Unauthorized electricity consumption was identified.
  • Corrective action could be taken quickly.
  • The landlord gained measurable evidence supporting the investigation findings.

Smart Metering: Protecting Property Owners

Smart metering systems do more than record electricity or water consumption.

They create visibility.

Times are tough in South Africa, and it’s not unusual for people to look for ways to save money, even crossing the line into illegal practices. In multi-tenant environments, unusual usage activities can remain hidden, leaving the owner vulnerable to financial loss.

For this property, an account that should have remained quiet began leaving footprints in the data. The monitoring system turned those footprints into an actionable investigation, ultimately uncovering a confirmed meter bypass.

No Bulk Meter? No Problem!

The bulk-and-submeter configuration that highlighted the problem above isn’t the only way to pick up on usage anomalies on multi-tenanted sites. Our billing department checks and flags tenanted units that show sudden reduced or zero usage, prompting the landlord to investigate.

Finding A Reliable Smart Metering Provider In South Africa

By regularly monitoring consumption behaviour, Republic Metering helps landlords and property managers identify anomalies early and investigate issues before they grow into larger revenue losses.

What is electricity meter bypassing?

Meter bypassing occurs when a person illegally changes the electrical installation so that some or all electricity flows around the meter instead of through it. This allows electricity to be consumed without being recorded or paid for.

How common is meter bypassing?

Meter bypassing is one of the most common forms of electricity theft worldwide. It can occur in residential, commercial, industrial, and multi-tenant properties.

Can a smart meter detect a bypass?

Many modern smart meters can identify abnormal consumption patterns that may indicate a bypass. Advanced systems can generate alerts when usage suddenly drops, remains unusually low, or differs significantly from historical consumption.

How does a smart metering system identify suspicious activity?

Smart metering platforms monitor data continuously and can flag:

              • Sudden decreases in consumption
              • Extended periods of zero usage
              • Consumption patterns inconsistent with occupancy
              • Differences between bulk meter readings and sub-meter readings
              • Unusual changes in load profiles

Can smart meters prove that theft has occurred?

A smart meter can provide evidence suggesting a possible bypass, but physical inspection by a qualified electrician is usually required to confirm theft and identify how the bypass was implemented.

Why is smart metering more effective than manual meter reading?

Traditional monthly readings provide only a snapshot in time. Smart metering creates a continuous record of consumption, making unusual behaviour much easier to identify and investigate.
